During the bill's time in subcommittee, senators are allowed to markup the bill. For example, if the Senate Subcommittee on Energy had a bill on the disposal of nuclear waste and they wanted to alot $17 million for the research and development of safe transportation methods for nuclear waste instead of the $15 million specified in the bill, they can change it. The writer of the bill can also amend the bill.
