Assignment to Committee

The Parliamentarian of the United States of America is the one in charge of assigning bills to the appropriate committee. For example, a bill dealing with nuclear waste storage will be referred to the Senate Committee on Energy and Natural Resources. If the bill does not get referred to a committee before the current session of Congress ends, the bill dies.
