After being assigned to a committee, the chairperson of that committee refers it to the appropriate subcommittee. For example the chairperson of the Senate Committee on Energy and Natural Resources who receives a bill dealing with the disposal of nuclear waste will refer it to the Senate Subcommittee on Energy because one of this subcommittee's specialties is to deal with nuclear energy. If the chairman does not assign the bill to a subcommittee, then the bill dies
