After being assigned to a committee, the committee chair assigns the bill to the appropriate subcommittee. For example, if the chairperson of the Committee on Armed Services receives a bill dealing with retirement benefits of soldiers, then they will refer it to the Military Personnel Subcommittee because they deal with military benefits. If the bill is not assigned to a subcommittee, then it dies.
